[Solved] Bar Charts - plus + minuses

Can I produce a bar chart which shows "minuses" below the line and "pluses" above?
As in the attached graph from the Met Office?

Just configure your Y axis so that the zero is at the middle of the chart.

I have got the Y scale as you suggest. But the bars all go down to the bottom of the grid. The Met graph in contrast has "pluses" that start at zero and go up, and minuses that start at zero and go down.

Play with the X axis positioning (Y axis to center the 0 and X axis position in its properties):
