I'll assume that by entire page you include the margin area. There is no simple way to do this for one document in OpenOffice Writer. You can change the global document background colour, but this affects all documents.
However, it can be achieved in LibreOffice Writer by modifying the Area tab in the relevant page style.

Whilst its easier in LibreOffice you it can be done in OO with Format menu/Page/Background AND by setting all the margins on the page tab to 0. You can adjust the paragraph indents to compensate or, more easily you can insert a section with the same left and right indents you had for the page originally.

These two topics explain how put a frame in the header and set the frame's background to an image. In OpenOffice you can use the same method for a color by chosing Insert → Frame → Background → As → Color. Because the frame will make working with the document's text difficult, it's best to insert the frame and color as the final step in your editing. By using a frame in the header you won't need to set the margins to 0. The color in the header frame can cover the entire page, including the area outside the margins.

Many printers are not physically capable of printing to the edge of a sheet of paper, because they need a bit of it to hold the sheet as it moves through the printer. So your color may not cover the non-printing area of your paper. Consult the owner's manual for your printer to learn if yours has a non-printing area. If this restriction will be a problem, you can buy colored paper, and then the question in this topic is no longer relevant.
