Rotate scanned image without choppy results
I use Draw to rotate my slanted scanned pages, but the result is always 'choppy' - smooth/straight lines become zig-zag and everything has a chunky appearance. Is there a way to fix this?

Draw is not the correct tool to use for this task. A scanner will produce a raster graphics image. But Draw is a vector graphics tool.
You should look at Comparison of vector graphics editors and Comparison of raster graphics editors. ImageMagick or GIMP may be what you need. Some of the editors are free; some need to be purchased or rented. Some of the free software is very good, but keep in mind that the revenue for the others allows their them to pay for development teams to implement new features.

Note that rendering is not very good on screen but the quality should be checked on the output. Thus, export the result as PDF and see if the quality remains different.
To rotate a pic, indeed you need Draw (Writer can do that directly with LibreOffice). For this kind of operation that doesn't change the quality of the pic, not sure an image editor is worth it.

LibreOffice 25.2 on Linux Mint Debian Edition (LMDE Faye) and 24.8 portable on Windows 11.
