I've been trying to make the cell borders heavier, but when I try to do this and save the change, it reverts back to the default setting every time.
What am I doing wrong?
I'm using NeoOffice 2017.33 on a MacBook Pro running OS10.12.6

Do you save in native ODF (.ods for spreadsheets)?
NeoOffice is rather old now. Don't you want to try with something newer (or even LibreOffice)?

LibreOffice 25.2 on Linux Mint Debian Edition (LMDE 7 Gigi) and 25.2 portable on Windows 11.

No, I use the old MS .xls. Since I'm still using Mac OS10.12.6 I can't use the current version of LibreOffice and haven't found where I can download old versions. I've tried using ODF but it's no different.

MS Office old format was reverse engineered, thus such glitch is to be expected, welcome to the vendor lock-in policy. If you really need to work in .xls, then stick to MS Office. But they have moved to OOXML anyway (.xlsx).
Strange that it would not stick in .odf. Can you attach a sample file (see: How to attach a document here)?
