If I am not mistaken, a .cab file is a plain .zip file, so rename it with that extension, then extract the two files, open the .dot file with Writer and save it as .odt; I am not sure what the .inf file contains, so try opening it with a plain text editor (or Writer).

A cab file is a Microsoft compression algorithm. Just another compression method, so file extraction can be done from any decent program. I use ALTOOLS, Alzip which extracts ZIP, CAB, LHZ and others. Look there for other fine software as well.
