[Issue] Linked spreadsheets

I have a few spreadsheets that are linked so that I can effectively maintain a budget.
This has worked great for years, so I see no reason to change.
I recently opened one the files to make some entries, and noticed that I was asked if I wanted to update the links twice, not the one time that I'm used to.
The first time I was asked, was after I selected the file to be opened, but before the file actually showed on the screen, and the second time after the file showed on the screen.
It is the second request that I'm used to seeing.
Can anyone else duplicate these results and/or explain what is happening?

Yes. Same issue with file:url-links, with DDE-links, with sheet-from-file-links and with links to external data (named range within ods).
When you set Tools>Options>Calc>Update links to "never" (don't ask), it prompts "Update all links?" anyway.
When you set Tools>Options>Calc>Update links to "always" (don't ask), it prompts "Update all links?" and "This file contains links. Should they be updated?". Same with "ask" option.
