I'm trying to install a dictionary using the wizard. Done it twice on other computors with no problems. I now get to the "retrieve Dictionaries" button, and then the program goes to find same, but returns with the message that "cannot access internet. Please verify OO is connected to the internet"
I am connected to the internet, have no problems accessing sites. I've tried disabling the firewalls, etc in Norton, but that did not work.
So what or where must I look for OO access to the internet settings?

OOo has no special requirements or configuration for accessing sites on the Internet.
If it's not working, I'd say either the site it tries to contact is having a problem, or something on your system is not letting it through.
I don't know Windows well, but "disabling" your firewall does not sound like the way to go. You don't want to make a change that affects everything (either on or off), you want to specifically allow OOo (or the OOo wizard) to use the Internet.
