How do I get this extension to open a PDF and Open Ofiice Document?

You install the extension by double-clicking on it. OpenOffice should then open your PDF document in OO Draw, to allow you to make small cosmetic changes to it. If you wish to view PDF files in greater comfort use a dedicated PDF reader, such as Adobe Reader.
 Edit: Note that you must install the correct version of the extension for your OO version
