Is there a facility in AOO Writer/Web which reads the above DTD inserted at the beginning of a doc to ensure it conforms to that version and no later?

Sorry, I'm not sure I understand what you're doing/looking for here. OO allows to save/open as html and xhtml but the support is at the document level; there's no user access to the html code, other than as a text editor.

Some HTML editors e.g. BlueFish offer a dropdown list or similar indicating what version of HTML to be used in the code. Obviously AOO, albeit a fine editor, doesn't, but that's fine.

Writer is a fine word processor which just happens to have a save as html option, but it certainly isn't a html editor; for what you are looking to do, a dedicated html - or html help - editor such as bluefish or HelpNDoc is probably a more suitable tool.
Your favourite search engine will probably turn up a few other likely candidates if fed something like html help editor
