How can I find nonprinting paragraph symbols and replace with a character?

Install and use AltSearch from the extensions repository. Normal Find and Replace has difficulty in searching across paragraph breaks.

Maybe I'm not understanding the question. You can find the end of a paragraph by entering
$
in the search for box and, under More Options, selecting regular expressions. You can replace those with a character but keep in mind that OpenOffice limits paragraphs to 65536 characters and merging many paragraphs will cause unstable behavior.

I was just about to mention the 64K character limit. It amounts to a paragraph of about 15 pages.
