No, you can not do in this way.
Base forms a Writer documents, connected to a database tables opened in Base, if you want to save as standallone form you can do it, your database file mustbe registered and your connection must be set for this file, you can use it with OOo.
If you save as HTML file, data connections are lost and can not be established back in any browser.
Only one solution use OOo Base as frontend for MySQL or other real database server, and create form in php or other web programing language, in that case you can use web for inserting data into database and process these data with OOo using queries and reports.
