Since upgrading to Windows 10 , when creating a new document I am instructed to ask the administrator (me) permission to save it or to save it in Documents. It does not save it anywhere.(unless it is on a cloud somewhere). Any thoughts please.

I can absolutely corroborate your issue. Windows 10 messed up my permissions, too. I usually use Ubuntu Linux, and I store most files in Dropbox or copy.com local folders, so I can move them from machine to machine.
Have you tested making a new folder in your Documents folder? If you can create a new folder in the save dialog - but where you want it - and save the file to there, you might be a step closer to solving the problem.
There are two or three identically-named "documents" folders on a Windows 10 machine. If you look in the "libraries" directory in windows explorer, you can see that. maybe you are trying to save to the wrong one of those?

Thanks Saphil, I have tried all 3 document folders and also I have tried creating a new folder. No success.I wonder if it will save in Music or videos. I will try.
Success of sorts, I have managed to save the document in My Pictures.

Check the file permissions for the Documents folder. The administrator should be able to fix the permissions. A Windows 10 forum is a better place to discuss Windows 10 problems.
You don't have permission to save in this location.....
