After editing the content of the first label frame, copy it to the other frames. That's what the sync button would do.

If you already have a page, without the "syncronize" button, then that page can't support the syncronize copy, no matter what you do with the option. In that case, you will have to copy the label content manually for each label--as Villeroy suggested.
If you have a label page created with the "syncronize" option, but you just can't find the button, then you can use Tools > Update > Links in place of the button, to copy the first label to all the others.

Labels again
I still can't find any button for syncronize and I went to tools-update-links but the links is not highlighted

Follow these steps, exactly:
1) Start OO
2) File > New > Labels
3) Click on the "Options" tab, then tick the "Synchronize contents" option ON (checked)
4) Click on the "Labels" tab and choose the first item in the "Type" list (for me this is "C2050 Video Face" but the exact type doesn't matter)
5) Click "New Document" at the bottom of the dialog window
In the new Writer window, you should see a small floating window with one button, labeled "Synchronize".
Type a few characters and click the button: the characters should all be copied to the other labels.
This shows how the process should work. If you don't see the sync button here, then there is some other problem.
If you see the sync button here but NOT with your document, then (most likely) your document was started without the option and so the sync window & button are not available.

Ok I'll try that. The thing is, last year I was doing labels and I hit something and it worked but I didn't pay attention. I know it will work I just don't remember what I did.
