I need to uninstall open office and redownload it - the uninstaller needs to see open office as not being used - I checked the task manager and ther are 25 entries for open office that cannot be 'end tasked' why is open office starting a new task every time I try to open it?

When things get that tangled up with any application, I usually just reboot the computer. That will kill all of those processes. After that, check the task manager again to make sure you don't have OpenOffice set to load automatically. You should then be able to uninstall.
Are you sure you need to uninstall? Resetting the user profile is often a cure for strange behavior and reinstalling will not reset your profile.

I've tried a reboot - still 30 or so entries in the processes list for open office with 0% CPU usage - how do i change profiles if I cannot open open office?

You don't need OpenOffice active in order to reset your user profile... in fact, I believe it must be inactive for the reset procedure to work.
Are you positive that there are that many OpenOffice processes active after a reboot, and doing nothing else?
What are you using to determine which processes are for OpenOffice?
The main processes for OpenOffice are soffice.exe and soffice.bin
If you see those in your task manager, then end processes on them. The only reason I can think of for you to not be able to end processs something in Task Manager is if you don't have administrative access.

Hmmmm - what a dill - my lap top has a restart function - I've tried a total stop and the problem with open office has gone - thanks anyway for your assistance

If you tried the Restart function that you state is on your laptop, it may not be the same as a reboot, which is, technically, completely powering down the system, then powering it back up again.

It happens when one of the processes hangs and doesn't close properly. Usually, stopping the soffice.bin process which is using the most memory will stop all of the open processes.
