Error 509 in Calc

I have been getting ERR 509 in Calc whenever I use a formula, I can't even use SUM or A1+A2
I have downloaded the latest version, uninstalled my previous version and re-installed. But to No Avail.

Enter 1 in A1, 2 in A2
=A1+A2 in any other cell returns 3
=SUM(A1:A2) returns 3
=SUM(A1;A2) returns 3

When I do that I get ERR:509 not the answer

Why not look it up in the help file, under Error codes?
Villeroy has given you correct syntax for the simple expressions you say you can't use. Copy and Paste these into Calc and tell us if they don't work.

Whatever i put in the cells, I get Error 509
Where are the error codes, I don't have help files.

You downloaded the software from one of these "warez" sites?
https://openoffice.org is the home of this product. The downloads come from sourceforge.net.

Then that is the answer. There is something drastically wrong with your OpenOffice installation.
I suggest you remove the existing installation and do a fresh download.
Download only from
http://www.openoffice.org/download
which will redirect you to SourceForge where the files are stored. Your download will start in about 5 seconds - no need to click on anything.
If you are in doubt about the integrity of the download, you can check it using the methods set out in this

Verify the integrity of your download.
Uninstall the program.
Remove any user profile folders with OpenOffice in the name in folder %APPDATA%
Deactivate all anti virus (go offline if this scares you)
Run the verified installer.
