Permanently stop the bullets toolbar from popping up

I need to stop the bullets toolbar from popping up, permanently.

Right now it pops up every time I put the cursor into a list or heading. I never use the toolbar in that way. If I need to do something with bullets, which is extremely rare, I'll go through the menus.

When the tool has activated (pops up) do: View > Toolbars > Bullets & Numbering: OFF (unchecked)

I've done that and still comes back after maybe a day or a week or something.

It may have something to do with what document you're using, or maybe some problem with the saved OO settings.

If you use OO applications other than Writer, settings from the other applications may affect what happens in Writer.

But that's just a guess. I don't know any more permanent way to turn it off.

Although you can't switch the toolbar of you can make all buttons invisible and doc the menu in the toolbar. It takes a little space but there's nothing that pops-up anymore.
