A bug has been open on this for 9 1/2 years (https://issues.apache.org/ooo/show_bug.cgi?id=27435).
In the current iteration, in OpenOffice 4.0.0 (with all options, including mobile converters, installed), attempting to open a Pocket Notes *.pwi file (created by Windows Mobile 6.5) gives:

This test file only has text, no ink and no audio (which the original file format supports). A text-only convertor would be fine for my needs, since I never used either e-ink or audio in Notes files.
1 - Obviously no versions of Windows since XP have (or support) the desktop version of ActiveSync, so we cannot use its (unreliable but present) conversion feature to RTF.
2 - The Notes program itself, even if the original device is operational, does not offer any Save As options.
3 - I have a Windows Phone 7 device now, and Notes has been dropped from it as well, leaving me with no way to open the files - which I have many of.
4 - Some have offered complicated workarounds involving Outlook - but I also don't have Outlook, since such was not included with the phones. To extend the idea, my employer uses Exchange, but it doesn't sync notes, at least as they have it configured - not that I really wanted to transfer all my personal notes through work anyway.
Any ideas or useful workarounds, since the OOo developers don't seem to be able to solve it?

OOo 4.0.0. Multiple computers, most with Windows 7 Pro 64-bit, some 32-bit, one with W8 Pro 32-bit. Sample system: Fujitsu LifeBook convertible tablet with Core i5 2.4Ghz, 4GB RAM, 64GB SSD, 1280x800 touchscreen and digitizer, W7 Pro 32-bit.

Writing filters for proprietary file formats an extremely complicated and time consuming task. This is not a "problem" that can be solved. It is a highly sophisticated engineering task. Please use whatever software is dedicated to handle pwi files. By mere intention, proprietary file formats are bound to one specific application which is tightly built around this particular file format.
