How do i make a line start exactly where i click with the mouse and stop exactly where i release it instead of jumping to a nearby point on some kind of invisible grid?

You've got Snap to Grid turned on. See Tools->Options->Draw->Grid. If you hold down the CTL key when moving the pointer, this temporarily turns it off.
Ubuntu 11.04-x64 + LibreOffice 3 and MS free except the boss's Notebook which runs XP + OOo 3.3.
