Is it possible to turn off the annoying "Footer" and "Header" features appeared in LO3.5?

Ok - it's just my opinion. I don't like pop-ups... Can't help it. And I'd prefer to customize the page - to create a yet another page style, than just to add a header. So it's completely useless for me.

Use OpenOffice instead, that doesn't have that feature (yet).

Use OOo or LO 3.4.x. I don't have LO 3.5. There are several bug reports about this new feature, including this one:
Bug 46141 - UI: Header/footer prompts should only appear if user clicks in header/footer area

I don't think it is possible. You can try to suggest a change on the behaviour or at list on the configuration, but prepare yourself to be flamed... Just look at this thread on the ux-advice (!) mailing list
[Libreoffice-ux-advise] The "no border text" feature in Writer 3.5 is not complete
at the end, they arrived to an agreement (sort of), but...

You actually read all that? I take my hat off for you - or wait, I'll first have to buy one.
I added a comment to the bug report, and an aside comment that I don't like that the format border/background option in that pop up menu activates the direct formatting borders/background dialog box instead of the paragraph style dialog box for either header or footer text.

Has there been any development on this? It seriously bothers me every time I try to use libreoffice. Do I have to go back to Ooo?

Curses... I keep trying to get on their list but can't seem to make it. They have something against traditional support forums, or any kind of support, apparently...

That means, that only
clicking on this area will show the separator, but no longer
mouseover.

That's a sensitive issue.
At the moment, the target of implementation is LibreOffice 3.7.0.
But that may change.
The patch is already implemented in the current
LibreOffice 'master' builds (LibO-dev 3.7.0.0.alpha0+).
[Please use developer builds only for the purpose of testing.]

Fixed in LibreOffice 3.6.2.
