Can open office run on iPad?

Note that this is a Web app, not an on-your-iPad app; therefore it's only usable if you have internet access.

I tried to launch open office from the roll out app, I have an ipad mini, it said it could not run on this device, is the mini that much different than the regular ipad? any other ideas, I really want to work with my spreadsheets from open office on my ipad mini. and my laptop

Any app that is compatible with the iPad (at least the iPad 2) is supposed to be compatible with the iPad mini. I can't tell you why rollapp doesn't work on the mini. You might try to contact the company to ask.
I've been keeping an eye out for iOS apps that can edit OpenOffice files. Appsverse makes an app called "Documents2 Unlimited - Office Editor & PDF Files REad Apps Pro for iPad" that claims to be able to edit OpenOffice files. While not a web app like rollapp, it is cloud based, so you have to have an internet connection for it to work. And they are careful to say that not all formatting is compatible. Appsverse also makes an app that just handles spreadsheets called "Spreadsheet - Calculator & XLS, XLSX, ODS and CSV Editor Pro for iPad". Both apps are currently on sale for 60-75% off their usual prices. Be sure to read the Description very carefully, and to make sure you have the right app (several apps by different companies have similar names) before purchasing.
Please note that I've not used either of these apps, although I'm thinking about getting Documents 2 Unlimited myself. I am waiting to hear back from the company after sending them a sample document.
