Hi and welcome to the community!

According to this post it may be related to Microsoft Windows Installer (MSI).
Do you have the current version of MSI running? It should be distributed via Microsoft Update. You may also want to check KB Article 893803.
You could also try to run the Microsoft Windows Installer Clean Up utility which is available in KB Article 290301.
Finally, you could try to run a registry cleaning utility like CCleaner.

Have you searched the forum with your error number? It gives me 3 results plus your thread.

Have you checked that one: [Solved] Unable to Install the OOo Application?

Thanks to add '[Solved]' at beginning of your first post title (edit button) if your issue has been fixed.

First, please give more information about which version of OpenOffice.org you are trying to install and what operating system you are using. OpenOffice.org runs on many different operating systems including OSX, Linux and Solaris (to name just 3). The OS you are using is important because solutions to problems vary depending on the OS.

That said, I assume that you are using some version of Windows 2000 or Windows XP (based on the error you are getting). It sounds to me like the Windows Installer is broken. If this is the case, you can either reinstall Windows, upgrade to Linux, or try this updated Windows Installer download from Microsoft:

This error is a Windows error, and is not caused by installing OpenOffice.org. Something was broken on your system before you attempted to install OpenOffice.org.

Ha, I always forget to do that :-) I read the messages in the View New Posts view, and rarely look to see what forum section they land in. It becomes a knee jerk reaction to ask people to post what OS and OOo version when they omit that from their posts. I so rarely have to deal with Windows anymore (100% Linux at home and 100% Solaris at work), it makes a big difference to me
