do templates go with the document?

I realize this may be a basic question, but I'm confused.

If I create a document based on the default template and modify the hell out of it, when my boss opens the document, it is all changed.

So I created a template based on this document (file - templates - save) called India Bid. Then I saved it again as a document (cmhbid-modified.odt)

Now....does my boss have to have india bid.ott in her templates in order to open cmhbid.odt and get the full effect of the template, or does the template go with the document?

The only situation where the template has an action is when it has been modified. All documents made before the changes will ask you if they have to be updated when opened after the changes on the template.

But the formatting is kept within the document itself. No need to send the template. If your boss noticed a difference, it may be a problem of fonts no installed on her system.
LibreOffice 25.2 on Linux Mint Debian Edition (LMDE 7 Gigi) and 25.2 portable on Windows 11.

I used our company standard, Arial 11 pt. all through the document.

What was different was the margins.

I changed the page style to 1" on the left side, and 3/4" on top, bottom and right sides.

Her default template had .79" on all 4 sides and this messed it all up.

Can you answer this with a yes or a no?

a) If I create a new template called xyz, from a document abc.....

b) Start a new document from template xyz.ott...............

c) Open abc.odt and copy and paste all the information from it into the new document

d) Save this new document as Indiabid.odt.......

Will Indiabid.odt contain all the information and formatting of styles contained in the template(xyz.ott) no matter who opens is up and no matter if they have xyz.ott on their system or not?

The question is so basic that all the documentation passes right over it.

No - the template does not have to be on another user's machine.

An .ott file has a certain set of properties and any file created from it will have the same properties unless changed within the new file. Those properties are saved within the new file and will be there for any user opening the file.

Think of an .ott file as a cookie cutter. Once the cookie is cut to Untitled1 it will not change its shape as NewFile.odt and it does not need to apply the cookie cutter again.

Do you run the same system (especially the OS) ?
Do you use an exotic font that could be missing on her system ?
