I'm using a proprietary but free-to-public Access-based application for inspection of housing - it was created by a government agency.
I've often thought of trying to re-create it with a simpler UI and expanded capabilities in Access, but it is beyond my technical ability, so I thought of hiring someone to do it for me. The product might well be marketable, though profit is not my first motive.
Now, I'm thinking, why not seek out open source developers who work in OO?
Can anyone tell me where I might go to start with to meet such folks?
I'd be looking to run the database/app in Windows 2000 thru Vista.

LibreOffice 25.2 on Linux Mint Debian Edition (LMDE Faye) and 24.8 portable on Windows 11.

- How does the original application look and perform (can it be downloaded from that government agency)?
- Does it carry any content (basic questions, regulation standards, etc.) or just basic structure for filling in?
- Do you envision a standalone application (one single user at a time, locally on the computer where the application is installed), a centralized base with remote login facility, or some combination?
- What are your issues with the current UI?
- What capabilities do you miss?
- What kind of market potential do you see for the application (is it worldwide or national)?
