Autocomplete drives me nuts.

I have tried turning all I can to 'off' but Calc still does some silly tricks.

In a cell I type 03-318 and Calc changes it automatically to 28.02.318
Or I type 05-077 and I get 1.05.1977

This is insane!!!

I am trying to fill in a form I got and all I need is Calc to obey me and not treat me like an idiot. When I type 03-318 this means that I really want it.
I have already turned off tools-->cell contents-->Auto calculate
I have already turned off tools-->cell contents-->Auto input
But this didn't help

Where do I turn this off?
OpenOffice 2.1 on Win7

Oh in the meantime I've found that I can select format-->cells--> category=text and it works, but how do I make it work always and on all the spreadsheet. I use Calc only to fill in forms, so no mathematical functions and properties are needed.

Is seems strange that 03-318 is interpreted as a date but the anwser to your question is that you cannot turn it off. It's a standard feature in any spreadsheet. I'd think that the only way to get around this would be to format an entire sheet as text, save it as a template and make it your default template.

File > Template > etc

Use a tabular text editor: http://csved.sjfrancke.nl/ [2MB download, many features that are not in Calc]
Within OOo, the Base component provides the most convenient tool set to collect tabular data. how to make a mask to view&edit the data of a spresheet?
