HI...
i don't know how change the dictionary for gramatical correction in spanish [colombia],So I download the package from here, but I don't understand how install, otherwise the tutorial is for linux, but my OS is the "window", (I hope change that soon)... I am a rookie please help

There is no grammatical checker by default in OOo. To install spell checking dictionaries, run the wizard (File>Wizards>Install new dictionaries).

Why do you say the tutorial is for Linux? Both situations have been taken into account.

OK. You can also look at that thread: [Tutorial] Spell check and Language configuration. The only difference between Linux and Windows is the files location.
