I am assuming you are talking about launching OpenOffice.org with an empty spreadsheet?
There are a few things you can do to tweak the OOo settings so that it loads faster (and this is documented on various sites all over the internet... for example here:

These settings apply to all operating systems, not just Ubuntu.)
The basics (as outlined on the Zolved website) are...
Go to Tools > Options OpenOffice.org > Memory and:
- Reduce the number of Undo steps to a figure lower than 100. The suggestion is to use 20 or 30 steps.
- Under Graphics cache, set Use for OpenOffice.org to 128 MB (up from the original 6MB).
- Set Memory per object to 20MB (up from the default .5MB).
- Set the number of objects under Cache for inserted objects at 20.
- Check OpenOffice.org Quickstarter.
Go to Tools > Options OpenOffice.org > Java and:
- Uncheck Use a Java runtime environment (if you're not using Base wizards etc)
This should make a significant difference in the startup times for OpenOffice.org.
