I tried to find connecting lines in Writer but wasn't sucessfull yet. I mean lines to connect i.e. two objects like rectangles or circles. I only found normal lines but no connecting lines. Are there connecting lines which snap to the objects so that the objects can be moved and the line keeps snaped to the object? Please help.

I don't think the Drawing toolbar has that available in Writer, but you can copy and paste one from Draw. You can also load one into the Gallery, so from then on you can drag-and-drop it into your Writer document. (To add it to the Gallery, choose or set up a Gallery theme. Click once on the connector to select it. Release the mouse. Click and hold for at least two seconds to place the object in memory, then drag and drop it into the Gallery. The same Gallery is used in all the OOo modules, so the connector from Draw is now available to Writer.)

Is it also possible to implement icons from toolbars in Draw, i.e. the Connecting-Lines icon, into Writer, I mean the tools are working in both applications so it should be possible anyhow, do you know if and if, how?

No, if that were possible I would have suggested it, because it's a more efficient solution than the Gallery workaround. But at least the Gallery makes the connectors available. All I can suggest is that you create a Gallery theme just for connectors and copy all the connectors you'll need into it.
