When I open my html files in writer, (2.3, Win XP) they come up displayed in Print layout view. I can change this to Web layout, but I don't get the option to view HTML in the view menu. I've tried copying from writer into a new document opened as an HTML document, and I get the HTML option in the view menu, but when I reopen that document, it still comes up ad Print layout, and without the view HTML option.

The default action when opening an HTML file is to open it in Writer. This is a poor design IMO, but that's how it is.

There are two ways to avoid the default action: first, you can use the File > Open dialog to specify what application should open the file:
1) File > Open
2) Select your file
3) File type = "Web Pages"
4) OK

Or, you can open the Writer/Web application first, then insert the file:
1) File > New > HTML Document
2) Insert > File
3) Select your file
4) OK

It's a kind of bug. If you double click on the file icon (in Windows) it will open in Writer. Period. If you want to open it in Writer/Web, first open Writer, then open the file with the Open command in Writer.
