Um, It doesn't for me.
I have the portable version of OpenOffice. When I try to open Writer it crashes.
Has anyone else had this experience?

No. I have OOov3.0.0 and OOov2.4.2 working on Vista 64bit without any problem.

Note that the portable OpenOffice is a seperate project, not governed by OpenOffice.org.
Try the official Sub build from:
OpenOffice.org.
