[Dropped] Writer access denied

I created a document months ago..using Writer. The system has denied access to the file. I deleted apache suite and reinstalled. I still cannot open the document.

Is there any error message? What exactly does the error message say?

I'm not a Windows user, but there are often reports that Windows updates change the permissions governing access to folders. It may also be necessary to install OpenOffice with Administrative rights. There are a number of threads and solutions on this Forum of such a problem
As I don't use Windows I cannot give more specific instructions.

Try using LibreOffice. Does that help? There are several good reasons for making the switch anyway, some of which are mentioned here:

Find the file with the file manager. You are sure now that it actually exists. Right-click on the filenme and open the "Properties" dialog. There you should find the tab "Security" (or similar).
Select the user name by which you are currently logged-in under "Groups ...". What is shown (checkmarked) there as allowed?

Are you sure?
Open your folder using file manager. Are you able to make a copy of the file? Try Drag&Drop or Copy&Paste, as you will. If succeeded, the problem is not in file access.
What happens, when you launch your application (OprnOffice this case) and try to open the document from it? You have a choice: File→Open menu or Drag&Drop document icon. If succeeded, there's nothing wrong with your application. Maybe the operating system restricted some manipulation techniques, like default `Open` command achieved e.g. by double click.
I believe this helps—at least partially—to diagnose the problem.
