Well with the release of LibreOffice 25.2 TDF have at long last gone and done it. It is now possible to change the colour of pilcrows in Writer from that god awful 'blue' to 'black'! Or any other colour you fancy. For me the blue pilcrows were always a pet-gripe for LibreOffice.
For anyone else that wants to see how to do this in 25.2 see this bug report and you should be able to puzzle it out: Can't Change Colour of Non-Printing Characters in Writer
The routine for managing this will be made considerably easier as at LibreOffice 25.8. So if can't puzzle it out just now wait until August and do it the easy way.
