[Solved] View → Nonprinting characters does not show them

I typically have the my nonprinting characters (CTRL+F10) turned on, but for some reason, this function is not responding. I can have it toggled on or off and it the nonprinting characters do not show up in my document.
I've updated my OpenOffice to 4.1.15 hoping that would fix it, but it does not.
Any ideas how this can be fixed?

Your computer may be intercepting Ctrl F10 for its own purposes. Check that you have /View /Toolbars : Formatting turned on. Find the Pilcrow button (Backwards P) on the toolbar (towards right-hand end) and click on that. It should turn on/off the non printing character display.

That button is on my "Standard" toolbar and I've tried toggling that button. No Bueno.

Check in (menu) Tools > Options... > OpenOffice Writer > Formatting Aids > Display of that you actually have the characters you want to see ticked/selected.

Not sure how those got turned off...I can't remember ever digging that deep into the options. But that did it. Thank you!

Glad it worked.
However, given that you are on Windows 10, and for your future reference, you might want to consider switching from OpenOffice to LibreOffice. There are several good reasons for making the switch, some of which are mentioned here:
