Download needs an application to open it

I downloaded open office and when I try to open the download it asks for an app to open it with. It will not run the down load??

 Edit: Changed subject, was Got a new computer with Windows 10...

What is the name of the file you downloaded and from where did you get it?

It is better (in my opinion) to install LibreOffice on the Win 10.

I assume "it" is your Windows operating system. You should have downloaded an .exe file which Windows knows how to open. Windows asking for an app is an indication you downloaded the wrong installation file.

The installer files are executable. They not need any app. Are you sure that you have downloaded the "installer" fron the official site, and specially that version what was created for your operating system?

I hope that you have not a restricted windows version (for example "Windows 10 S") ?!

You need to enable viewing of file extensions on your new Windows. Then look at the downloaded fie. If it has not an .exe extension it is definitely the wrong download. If it has a .exe extension, you may need to install it as an Administrator.

There was good advice of different kind now.
In specific every Windows user should make his (f/m) system basically useful by switching off the idiotic hiding of very importnt information like file extensions introduced by MS. Exactly on Win the extensions are still MOST important.
To give LibreOffice a try is also good advice. Bug fixes and new features -sometimes even useful ones- are more rapidly made available there. As you can see from my signature, I also use a recent LibO in the first place.

However, there may be valid reasons to stick to the Apache OpenOffice (formerly OO.o).

In this case, the most urgent advice is to answer my question already posted above:

There may be offered fake and malign downloads by criminal parties.
