CLI dll's in URE

I'm interested in making programs in C# that use URE but don't require OO, according to what I've read the CLI bindings require cli_types.dll, cli_cppuhelper.dll among others but these were not part of URE when I downloaded it (version 1.3). Are those files only included in a full OO installation or is it a mistake in that version of the URE package or have I misunderstood/done something wrong (very unlikely...
