I installed OO 2.3 When I click on the icon it keeps taking me in a circle; ie starts to install again and takes me through the wizard again.
What gives?

I guess you're running Windows. Please read the Survival Guide for the forum for next threads.
OOo doesn't create shortcuts on the desktop, your running the installation files in fact. Start OOo from the Start menu. You can drag'n drop those shortcuts from the Start menu to the desktop (by right click).
