This appears to be an English Language Pack for phpBB.
If you are looking for the English Language pack for OpenOffice, you can either download the US English version of OpenOffice or select the version of OpenOffice for US English and then click the Download Language Pack button.

User profile here at forum.openoffice.org/ is either Japanese or British English I all I am asking for is American English to be installed.

No admin access for such operation. You should ask the dev mailing list in fact.
But, what would be the advantage exactly?
