Thank you for your time...
1) Can you download Impress onto a Windows10 that has powerpoint?

2) Will Impress run the animation of a 2016 powerpoint file when you click to advance each animation one at a time (with the mouse)?

The Apache OpenOffice and the LibreOffice has not standalone applications (Writer, Calc, Draw, Impress) like the MS Office has (Word, Excel, PowerPoint). The AOO and the LO is a fully and REALLY integrated office suite.
The name of the common executable file is "soffice.bin". It will run when you launch a Calc, a Write , a Draw or an Impress application, but with different parameters and settings.
You will not spare place on your HDD, if you try to install only the Impress application of the AOO, but not any other ones.

Yes, you can install the AOO and the LO near the MS Office. Not needed uninstall the MS Office. The default file association (to the document types: .doc, .docx, .odt; .xls, xlsx, .ods; .ppt, pptx, odp... ) will be set to the lastly installed Office Suite - if you not overrule it by doing a custom installation.

Q1 Yes.
Q2 Probably - try it and see.

Neither AOO nor LO are 100% compatible with MS Powerpoint but they are very close.

See [Tutorial] Differences between Writer and MS Word files for a description of the problem.
