Tools Not Displaying on Toolbar

I've customized the desired tools to the toolbar and made sure the boxes are checked so that they display; however, there are two issues: 1) the toolbar will only allow so many tools to display at one time (even though the bar has plenty of space to be lengthened and all undesired tools have been unchecked for display and even deleted as an option on that toolbar), and 2) certain tools just never display regardless of which toolbar I add them to (e.g., the "Text Direction from Top to Bottom" tool). I've tried adding the tools that won't display to different toolbars, and have even created a "new" customized toolbar and yet they will not display - even when only one tool was added to the new toolbar (the toolbar would display with zero tools on it). Anyone know why this is happening?

If it matters, I'm using OpenOffice on MacOs 10.13.6 (High Sierra) using Safari.
