The file opened correctly for me in OO 4,1.15 The last graphic was anchored to page, not to paragraph.

Using Enter to create spacing is not reliable. Spacing will be different on a computer which has to use a font substitution. I noticed that the picture for Flatwoods Run overlaps the frame for Cottle Falls. The Enter key had been used to insert spacing. In this case, right click the picture and select Picture. On the Wrap tab of the Picture dialog, click the First paragraph option. Close the Picture dialog and delete the empty paragraphs. The First paragraph option inserts the necessary space and should be more reliable than inserting empty paragraphs.

In addition about the spacing: empty paragraphs may result in blank lines at top of pages.
Instead, use the spacing parameters of the paragraph or of the object/frame...
