So is the problem that I should install LibreOffice 6 instead of using 7?
Not. I just tried it with my LibreOffice 7.3.1.3 portable version:
The result is same:

And it is enough for you to install a portable version of the LO - if you not prefer the LO.

So LibreOffice 7.2 working that one time was a fluke? Okay.

Never mind. I went into the Linux side of my system. Installed LibreOffice 5. Changed the extensions back to WKS. Converted all of them to ODS files. It took all of 10 to 15 minutes including fixing broken packages to install LibreOffice.

What is that "Libr

Changed the extensions back to WKS.
Which "WKS"?! You asked the WDB extension before...

Your Dump.ini refers to the LO 7.3.2 version. There is not portable version of it, therefore I can not try it on my PC (I will not change from my permanently installed LO 6.1.6 to LO 7.x.x yet)

Until today nobody knows the actual file format of the files in question. File name suffix means nothing. With LO there is a method to see the filter that was used to open a file successfully. Call menu:File>Save As... and the file type listbox will display the current file format such as "dBase (*.dbf)". Unfortunately, the File>Properties... dialog guesses the file type by its name suffix.

When you rename some binary file to odb/odt/ods/odp/whatever, Windows passes the file over to LibreOffice no matter what. LibreOffice has some advanced "file sniffer" which detects that the passed file is not a zip archive (thus no office document) and then tries to detect the true file format by magic cookies or characteristic binary patterns. Unfortunately, LO does not clearly indicate the result of this inspection.

That was a typo. I thought I had changed it to WDB.
Everybody does understand I solved the problem by using LibreOffice in Linux, right? I even added [Solved] to the thread title.
