İ am using Windows Vista HP + OpenOffice.org 3.1
When I try to set window's vista's built-in contacts as "address data source" by using related wizard, not accepted. The wizard simply informs "No any Outlook Express AddressBook exist". Windows Vista has a built-in e-mail client called "windows Mail" and its address book component "Windows Contacts". But OOo Address wizard still looks for old Outlook Express and WAB wich were available within Windows Xp.
Even I have found that the issue has been informed to development team nearly 9 months ago but not solved yet. You may check the issue report with this link http://qa.openoffice.org/issues/show_bug.cgi?id=91079

That is not the cause of the problem. It was one of my guesses, too. OOo uses the Windows Address Book API, which is supported for all 32-bit and 64-bit versions of Windows, including Vista and 7. I posted an analysis of the bug to that issue report yesterday. The problem is in the way Windows Address Book is supposed to be opened, finding and loading WAB32.DLL. Microsoft documents this very sketchily but what was intended to be a transparent enhancement in Windows Vista to the location of this DLL has showed up a misunderstanding in Mozilla's address-book code, so that it looks in an invalid directory name. Although the cause is in Mozilla's address-book code, I hope a fix can reach OOo later this year.
