I am unable to find a way to customize the right click context menu via Tools>Custom>Menus.
Is there a way to customize right click context menu in Calc, Writer, and other OO apps? In particular I would like to add add Paste Unformatted to the right click context menu.

Not possible yet but there is an enhancement request for that, you should subscribe and vote for it (up to 2 votes per issue) : Issue 7449 - Allow customization of context menus.
