Switch from LibreOffice to OpenOffice
i switched from oo to lo but have come to dislike lo. so i attempted to go back to oo but none of my documents will open in oo. i always get th error "you do not have permission to open this file". since oo an lo are compatible what might be the problem?

Try to access your document from the application window, using File→Open operation (or <Ctrl>+O shortcut).
Is this OK? if so, there's nothing to wrong file permissions.

For faultfinding: can you make a (trivial) document and reopen it using OpenOffice?

You reported a similar problem four months ago, but then never responded. Why not?

Perhaps access is blocked by your antivirus software because that software is configured to allow LibreOffice but not OpenOffice. That would be an antivirus problem, not an OpenOffice problem. As a test you could disable your antivirus software temporarily to see if access is allowed. I don't use Windows and can't help with that process.
Search the forum for your symptom. I think you will find a lot of topics in the MS Windows section of the forum about not having permission to open. Read solutions there. Being unable to access files is a Windows operating system problem, and OpenOffice seems like the wrong forum to resolve Windows problems.

file - open doesn't work. nor does deleting antivirus work. nor does creating a doc in lo and trying to open in oo work

Did the document you made actually create? Does it show in filemanager, with a non zero size?

yes it did and opens in lo but not oo with the 'do not have permission' error'.

You may have a hidden lock file in the root of your OpenOffice User Profile.
With OpenOffice closed, Open any folder and enter
%appdata%\openoffice\4
in the address bar near the top of the folder window.
This will take you to a folder containing a folder named User
.
Enable viewing of hidden and archive files in that folder.
If there now appears a lock file beside the folder User, delete that lock file. Now exit the file manager and restart OpenOffice and try to open the difficult file.
With OpenOffice closed, Open any folder and enter

that doesn't find any hidden or archive folders or files. none of the suggestions i've received have solved the problem. i'm at a loss. could it be there is a w11 problem? given that oo and lo are supposed to be compatible, i'm sorely vexed.

Perhaps whatever you use for anti-virus and/or anti-malware is blocking opening of your files.
