Hi and welcome to the forum!

AOO has some capabilities to import pdf pages in Draw. But it depends in the initial content of the PDF, if it is a picture or shapes.
Just try.
But remember that PDF is a digital paper copy, not intended to be edited.

Please add [Solved] at the beginning of the title in your first post (top of the topic) with the button if your issue has been fixed.
LibreOffice 25.2 on Linux Mint Debian Edition (LMDE Faye) and 24.8 portable on Windows 11.

You can also try to open .pdf file using Inkscape (https://www.inkscape.org).
Inkscape operates natively on .svg files, but can smoothly export drawings to .pdf and read them back. Import third party .pdfs may be problematic in spite that .pdf format is much more complex than .svg.
OpenOffice Draw can read both .pdf and .svg. Inkscape is somewhat more handy and has more output formats.
