I wonder if OpenOffice will come with a similar program that is same as Publiser? Since they will close in October.

No chance, OpenOffice is hardly being developed at all, been that way for years.
No chance at all that LibreOffice will be doing that either.
Neither OpenOffice nor LibreOffice are Desktop Publishing applications and there are no plans to make them so.
P.S. If you are still using OpenOffice you would be well to consider switching to LibreOffice. There are several good reasons for making the switch, some of which are mentioned here: [Tutorial] Considering a Switch from OpenOffice to LibreOffice? Some Useful Information

For non-complex text layout, including pictures and tables, Open-/Libre-Office is quite satisfactory. If a more complex layout is required, one could try Scribus.
I have formatted long book-type works in OpenOffice, and several brochure sized publications with pictures and text. Try it and see if it suits your requirements.

G'day all
Just seen this thread ...
I have used OOv4 to create multiple 160+ page books in full colour as training manuals for my other activities.
All went well - OO was really beaut to use for them
