If your intention is to undertake major reformatting or editing, you are best to extract the text completely. This you may be able to do by extracting it from the PDF file (not always possible) or using an OCR (Optical Character Recognition) utility.

Extract Text From PDF Files

lists a number of methods.

For the OCR method I normally use gimagereader as a frontend to Tesseract. You will need to search for downloads and instructions for these for Windows.

Some files/languages, output corrupted texts, I was hoping our software could come up with a great way to do that.

I find OCR using gimagereader and Tesseract to be very reliable. One needs to select the correct dictionary in Tesseract for the language used

If extracting from a PDF directly, using the text stored within the PDF, there can often be words out of place in the text sequence near the ends of pages.

In all cases, careful proof-reading is required.

Try LibreOffice - pdf may open in Draw in LO.
Windows 10, Openoffice 4.1.11, LibreOffice 7.4.0.3 (x64)

Remember that an image-only PDF will never be converted.
The best way is to ask the author for a real document.
