Change setting for moving cells

I am having a problem with setting my keyboard layout so I can use both Alt keys to switch to third and fourth levels and still press the Alt key while moving a column, row, or block of cells with the mouse (where cells are moved instead of replaced). If I select for pressing Alt to choose third level, I can’t move the cells without replacing them in OpenOffice. If I used the default behavior, I cannot use third or fourth level characters.
It occurred to me that the problem could be solved if I could set OpenOffice to use the Ctrl keys while using the mouse to move the cells. Is that possible? I see that all the permutations of key presses are taken, but I never use any of the other operations. Only the one that involves the Alt key.
“Cells are moved and shift the cells in the target area to the right or to the bottom. Source cells are emptied, except if you move within the same rows on the same sheet.
If you move within the same rows on the same sheet, the cells in the target area shift to the right, and then the whole row shifts to fill the source area.”
Apache OpenOffice 4.1.15 on Linux Mint 21.3 with Cinnamon.
