Trouble opening files on Windows

I've had a strange problem recently
When I try to open a file, a circular cursor appears, then disappears and the file does not open
I go to task manager and can see that openoffice has several running files, but none are open on the desktop
Once I close all open files, I can then open a file
Is this a known bug or am I closing files incorrectly
Its a bit irritating
Running the latest version of open office on windows 11
