i am having trouble trying to use the data base in OpenOffice, 
It is saying i need a JRE ,

TL;DR; OpenOffice for Windows needs a 32 bit Java as it (AOO) is 32 bit.

The screen shots don't show the path to the Java folder. Is it in Program Files or Program Files (x86)? The 32-bit Java should be in Program Files (x86).

C:\Program Files(x86)\Java\jre-1.8\ might be the right folder to pick.
I recommend using LibreOffice Base instead of OpenOffice Base.
