When I scan a document it goes into draw instead of text or writer. why/

Because a scanned document is a photo of it; if you want the scan converted to text (i.e., equivalent of typed input) you need to process the scan with an OCR (Optical Character Recognition) application.

@RoryOF:If OpenOffice has the PDF extension and the OCR produces PDF, the result may open with OpenOffice.

@Villeroy: as you know, OpenOffice only permits cosmetic alterations to PDFs. Normally, when I OCR, I am handling a book-length text, and tend to think in terms of that.

Even if there is only text, I doubt any file converted would land in Writer. Lines are likely to be taken one by one as shapes containing text, thus still handled as Draw items. Even LibreOffice imports PDF in Draw. I guess it is standard procedure.
LibreOffice 25.2 on Linux Mint Debian Edition (LMDE Faye) and 24.8 portable on Windows 11.

As previously commented, a scan is essentially a graphic, and the primary OpenOffice app for handling graphics is Draw. For this reason it is logical that Draw is the app chosen to handle your scan.
If you want your scan inserted as a picture directly into a text document, open Writer. First select menu item Insert - Picture - Scan - Select ... to activate the scanner as your chosen image source. Next, select menu item Insert - Picture - Scan - Request... to initiate the scanning process.
If you want the scanned item inserted into Writer as editable text, the scan image needs to pass through OCR processing, like RoryOF mentioned. Most scanners I have had my hands on came with OCR software of some kind, but you may need to read the manuals to find out how to employ it. There are also standalone OCR tools available, installable on your computer as well as online services.
